Bucharest (Bucuresti in Romanian) is the bright area in the center right.  The city lies on the banks of the Dambovita River, and its name comes from Bucur who, depending what legend you take into account, was either a prince, an outlaw, a shepherd or a hunter.
More on Bucharest from the local administration website and the Wiki site. More on Synthetic Aperture Radar here.
